From February 24, 2022 until today, the country&#8217;s strategic partner has been in need of the support from its friends &#8211; during these times, the support extended by Georgia, compared to powerful countries, is modest, but nonetheless the help offered by Georgian organizations and citizens to the Ukrainian people stands out &#8211;<\/b><a href=\"https:\/\/dopomoga.ge\/\"> <b>a list of these activities<\/b><\/a><b> is long and a portion of them is reviewed in this article.<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On the very first day of the full-scale war, the country\u2019s main avenue, Rustaveli street &#8211; where the Georgian Parliament stands &#8211; was overflowing with protesters who gathered spontaneously. Friendly moral support grew even stronger in the days that followed &#8211; an increasing number of people would gather on the main avenue. And of all the protests that were held for this cause, the March 4 protest was particularly significant. On this day, The Presidents of Georgia and Ukraine addressed the citizens.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cToday I\u2019m standing where Georgia should be standing. I\u2019m standing by President Zelensky\u2019s side, by the side of Ukraine. To stand beside our friend who is fighting for freedom, independence, European future &#8211; is to show the dignity of our culture, our traditions, our nation. We are with them; we shall remain so and I would like to extend to President Zelensky my support and that of my people. You are the nation who represents Georgia\u2019s dignity today. Let me thank you immensely for it\u201d, &#8211; said the President of Georgia, Salome Zurabishvili.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The protests were organized by TV company \u201cFormula\u201d, that even created a charity fund to help the people of Ukraine &#8211; the channel was the first to transfer GEL 500 000 for the cause. In the following days the funds increased up to<\/span><a href=\"https:\/\/businessformula.ge\/News\/7365\"> <span style=\"font-weight: 400;\">677 000 GEL<\/span><\/a><span style=\"font-weight: 400;\">. For instance, \u201cMtavari Arkhi\u201d, \u201cTV Pirveli\u201d, \u201cTabula\u201d, On.ge and others painted their logos in the colours of the Ukrainian flag &#8211; blue and yellow.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As a show of solidarity for Ukraine, Georgians launched an idea of \u201cdisplaying the flag\u201d &#8211; to demonstrate their support and respect for the nation in the time of war, Georgian citizens started to display Ukrainian flags on balconies.<\/span><\/p>\n<figure id=\"attachment_153956\" aria-describedby=\"caption-attachment-153956\" style=\"width: 1000px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"wp-image-153956 size-full\" src=\"https:\/\/forbes.ge\/wp-content\/uploads\/2023\/09\/photo-9.png\" alt=\"\" width=\"1000\" height=\"500\" srcset=\"https:\/\/dev.forbes.ge\/wp-content\/uploads\/2023\/09\/photo-9.png 1000w, https:\/\/dev.forbes.ge\/wp-content\/uploads\/2023\/09\/photo-9-300x150.png 300w, https:\/\/dev.forbes.ge\/wp-content\/uploads\/2023\/09\/photo-9-768x384.png 768w, https:\/\/dev.forbes.ge\/wp-content\/uploads\/2023\/09\/photo-9-370x185.png 370w, https:\/\/dev.forbes.ge\/wp-content\/uploads\/2023\/09\/photo-9-600x300.png 600w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><figcaption id=\"caption-attachment-153956\" class=\"wp-caption-text\">Source: Radio Liberty<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">In the wake of these events,<\/span><a href=\"https:\/\/www.radiotavisupleba.ge\/a\/31732711.html\"> <span style=\"font-weight: 400;\">a humanitarian aid centre for Ukrainians<\/span><\/a> <span style=\"font-weight: 400;\">was launched near the building of the Parliament where the citizens would bring non-perishable food, jams stored in jars for the winter, pickled food, and fruity beverages. One could also see clothes, hygiene items and toys even. Later the organizers would sort the collected items and send a portion of them to Ukraine, while the remaining half was distributed among the local Ukrainian refugees.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Following the outbreak of the war, Tbilisi City Hall opened a special bank account for donations. Moreover, a separate space was allocated within the municipal building to collect the humanitarian items that were later sent to Ukraine. Private enterprises like development company \u201cArchi\u201d and supermarket chain \u201cMagnit\u201d rallied<\/span><a href=\"https:\/\/tbilisi.gov.ge\/news\/12678\"> <span style=\"font-weight: 400;\">to support the initiative<\/span><\/a><span style=\"font-weight: 400;\">\u2026Various universities, including<\/span><a href=\"https:\/\/www.interpressnews.ge\/ka\/article\/700954-tsu-dan-ukrainashi-humanitaruli-tvirtis-pirveli-nacili-sakartveloshi-ukrainis-saelchos-daxmarebit-gaigzavna\"> <span style=\"font-weight: 400;\">Tbilisi State University<\/span><\/a><span style=\"font-weight: 400;\">,<\/span><a href=\"https:\/\/www.interpressnews.ge\/ka\/article\/703384-tbilisis-saxelmcipo-samedicino-universitetma-ukrainashi-sakvelmokmedo-humanitaruli-akciis-parglebshi-shegrovebuli-tvirti-gagzavna\"> <span style=\"font-weight: 400;\">Medical University<\/span><\/a><span style=\"font-weight: 400;\">,<\/span><a href=\"https:\/\/www.interpressnews.ge\/ka\/article\/698524-bsu-ukraineli-xalxis-dasaxmareblad-sakvelmokmedo-akcias-icqebs\"> <span style=\"font-weight: 400;\">Batumi University<\/span><\/a><span style=\"font-weight: 400;\">,<\/span><a href=\"https:\/\/www.sou.edu.ge\/news\/soxumis-saxelmwifo-universiteti-ukrainisTvis\/943\"> <span style=\"font-weight: 400;\">Sokhumi University<\/span><\/a><span style=\"font-weight: 400;\"> and others were also enrolled in the humanitarian initiative.<\/span><\/p>\n<figure id=\"attachment_153958\" aria-describedby=\"caption-attachment-153958\" style=\"width: 1000px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-153958 size-full\" src=\"https:\/\/forbes.ge\/wp-content\/uploads\/2023\/09\/photo-16.png\" alt=\"\" width=\"1000\" height=\"500\" srcset=\"https:\/\/dev.forbes.ge\/wp-content\/uploads\/2023\/09\/photo-16.png 1000w, https:\/\/dev.forbes.ge\/wp-content\/uploads\/2023\/09\/photo-16-300x150.png 300w, https:\/\/dev.forbes.ge\/wp-content\/uploads\/2023\/09\/photo-16-768x384.png 768w, https:\/\/dev.forbes.ge\/wp-content\/uploads\/2023\/09\/photo-16-370x185.png 370w, https:\/\/dev.forbes.ge\/wp-content\/uploads\/2023\/09\/photo-16-600x300.png 600w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><figcaption id=\"caption-attachment-153958\" class=\"wp-caption-text\">Source: IPN<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">Since the start of the war, several million people have fled Ukraine, a large number of them took refuge in European countries, and a small portion chose Georgia as their destination. According to the data of the United Nations High Commissioner for Refugees, on May 9, 2023, there were 24,182 Ukrainians in Georgia. Most of them are from Mariupol and Kharkiv &#8211; cities that were particularly affected by the war.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2022:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">Humanitarian status was granted to 367 Ukrainians;<\/span><\/li>\n<li><span style=\"font-weight: 400;\">516 persons were registered as asylum seekers;<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">A few weeks after the war started, it became apparent that getting a proper education would be a challenge for Ukrainian children &#8211; to this end special programs were introduced in major Georgian cities (Tbilisi and Batumi) &#8211; the Ukrainian-language sector was established within the 41st Tbilisi Public School and 20th Batumi Public School. In addition to this, for the 2022-2023 academic year, another Ukrainian-language sector was opened in the 220th public school in Tbilisi, and the Ukrainian-language sector of the 20th Batumi Public School was also expanded. Students were given the opportunity to receive education in their native language, and at the same time, they can participate in non-formal education circles &#8211; sports, music and technology.<\/span><a href=\"https:\/\/mes.gov.ge\/content.php?id=13257&amp;lang=geo\"> <span style=\"font-weight: 400;\">As of December 1, 2022<\/span><\/a><span style=\"font-weight: 400;\">, more than 60 teachers from Ukraine were employed by Ukrainian sectors.<\/span><\/p>\n<figure id=\"attachment_153960\" aria-describedby=\"caption-attachment-153960\" style=\"width: 1000px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-153960 size-full\" src=\"https:\/\/forbes.ge\/wp-content\/uploads\/2023\/09\/photo-18.png\" alt=\"\" width=\"1000\" height=\"500\" srcset=\"https:\/\/dev.forbes.ge\/wp-content\/uploads\/2023\/09\/photo-18.png 1000w, https:\/\/dev.forbes.ge\/wp-content\/uploads\/2023\/09\/photo-18-300x150.png 300w, https:\/\/dev.forbes.ge\/wp-content\/uploads\/2023\/09\/photo-18-768x384.png 768w, https:\/\/dev.forbes.ge\/wp-content\/uploads\/2023\/09\/photo-18-370x185.png 370w, https:\/\/dev.forbes.ge\/wp-content\/uploads\/2023\/09\/photo-18-600x300.png 600w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><figcaption id=\"caption-attachment-153960\" class=\"wp-caption-text\">Source: Formula<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">The government allowed the Ukrainians who had to flee their country due to the war to continue their studies at state universities without passing the Entrance Exams. In addition,<\/span><a href=\"https:\/\/www.kiu.edu.ge\/index.php?m=205&amp;news_id=203&amp;lng=geo\"> <span style=\"font-weight: 400;\">&#8220;Kutaisi International University&#8221;<\/span><\/a><span style=\"font-weight: 400;\"> exempted Ukrainian students from tuition fees.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In large cities of Georgia, including<\/span><a href=\"https:\/\/matsne.gov.ge\/ka\/document\/view\/5440760?publication=0\"> <span style=\"font-weight: 400;\">Rustavi<\/span><\/a><span style=\"font-weight: 400;\"> and Tbilisi, public kindergartens receive Ukrainian children free of charge. Especially considering that the services offered by state agencies are available in Georgian only.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Office of the United Nations High Commissioner for Refugees offered Ukrainian citizens in Georgia free consultations on issues related to refugee status via partner organizations, such as the Office of the Public Defender, non-governmental organizations: &#8220;Rights Georgia&#8221; and &#8220;World Vision Georgia&#8221;. Other non-governmental organizations also offered legal assistance to Ukrainians: &#8220;Human Rights Center&#8221;, &#8220;Sapari&#8221; with regards to women&#8217;s rights, &#8220;Care Caucasus&#8221; and its partner organization &#8220;Human Rights Development Fund&#8221;.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There were other initiatives too:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">&#8220;Silknet&#8221; cancelled the international rates on calls from mobile phone and fixed network to Ukraine&#8221;;<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">&#8220;Tegeta&#8221; continues to support Ukrainians and offers employment to people displaced in the aftermath of the war&#8221;;<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">&#8220;Cigar bar \u2018Havana Club Tbilisi\u2019 will employ citizens of Ukraine&#8221;;<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">&#8220;As a sign of respect, &#8220;Aura cottages&#8221; located in Kazbegi is ready to host free of charge the Ukrainian citizens stuck in Georgia&#8221;;<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">&#8220;Kiwi Tours Georgia wants to get involved in the activity of supporting Ukraine and we want to offer the citizens of Ukraine free transfers from the airport to the hotels.&#8221;<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">In cold winter days, when the war broke out, the main concern for those fleeing the bullets, along with survival, was housing.<\/span><a href=\"https:\/\/www.instagram.com\/volunteers_tbilisi\/\"> <span style=\"font-weight: 400;\">Volunteers Tbilisi<\/span><\/a><span style=\"font-weight: 400;\"> was one of the first to start the process of housing Ukrainians. In July 2022, the government<\/span><a href=\"https:\/\/bm.ge\/news\/ojaxze-300-lari-da-ert-adamianze-tveshi-45-lari---ra-socialuri-daxmareba-daenishnat-ukrainidan-devnilebs\/114099\"> <span style=\"font-weight: 400;\">issued a decree<\/span><\/a><span style=\"font-weight: 400;\"> according to which Ukrainian citizens in Georgia received 300 GEL per month (per family) to cover the housing costs and an additional 45 GEL for each family member.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The City Hall offered some<\/span><a href=\"https:\/\/tbilisi.gov.ge\/news\/12803\"> <span style=\"font-weight: 400;\">free-of-charge services<\/span><\/a><span style=\"font-weight: 400;\"> to Ukrainian citizens residing in the capital. With proof of citizenship, they can travel by public transport, receive services in municipal sports centres (including swimming pools), museums, theatres, media libraries, art schools, and student youth palaces without any fees.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Citizens of Ukraine who entered the country from February 1, 2022 to May 1, 2023 and are permanently (continuously) residing in Georgia are entitled to receive<\/span><a href=\"https:\/\/dopomoga.ge\/Home\/PostInternalPage\/582\"> <span style=\"font-weight: 400;\">certain medical services free of charge<\/span><\/a><span style=\"font-weight: 400;\">. Many of the medical services offered to Ukrainian citizens (beyond government services) are<\/span><a href=\"https:\/\/dopomoga.ge\/Categories\/Medical-Services\/1\"> <span style=\"font-weight: 400;\">provided by private companies,<\/span><\/a><span style=\"font-weight: 400;\"> including<\/span><a href=\"https:\/\/dopomoga.ge\/Categories\/Mental-Health-Services\/1\"> <span style=\"font-weight: 400;\">mental health support<\/span><\/a><span style=\"font-weight: 400;\">, which becomes even more important during war-caused trauma.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;Aversi Clinic&#8221; offers free one-time emergency medical assistance and doctor&#8217;s consultation to the citizens of Ukraine. In addition to this,<\/span><a href=\"https:\/\/dopomoga.ge\/Home\/PostInternalPage\/79\"> <span style=\"font-weight: 400;\">EKIMO application<\/span><\/a><span style=\"font-weight: 400;\"> could provide the Ukrainians with necessary consultation free of charge.<\/span><a href=\"https:\/\/www.facebook.com\/gpcpharmacy\/photos\/a.206364619438129\/7014986451909211\/?type=3\"> <span style=\"font-weight: 400;\">Pharmacy network GPC<\/span><\/a><span style=\"font-weight: 400;\"> allocated up to 1 million GEL humanitarian aid, and provided the Ukrainians in Georgia with the opportunity to get necessary medications for free within 100 GEL.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In this case too, there were initiatives by individual doctors:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">&#8220;I declare full support for the Ukrainian state and the Ukrainian people! I am ready, within the scope of my official competence [as traumatologist-orthopaedic] or global knowledge, to serve all Ukrainians free of charge and offer them consultation and any procedural manipulation. Services can be provided both in the clinic and online \u201d.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">At the end of 2022, as the winter season returned once again, Russia attacked Ukraine&#8217;s energy facilities, leaving the war-torn country in the need of generators to produce electricity. Ukraine appealed to all partner countries, including Georgia asking for help. In response, the Government of Georgia sent 25 units of high-power generators to Ukraine at the end of December 2022.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Earlier, on December 15, 338 generators were handed over from \u201cGeorgian people to the brave Ukrainians\u201d, including two units for water supply systems in Boyarka and Khmelnytsk, and the rest for kindergartens, schools and makeshift medical centres in Kyiv region. Before that, Ukraine was in<\/span><a href=\"https:\/\/matsne.gov.ge\/ka\/document\/view\/2867361?publication=0\"> <span style=\"font-weight: 400;\">the list of more than 90 countries<\/span><\/a> <span style=\"font-weight: 400;\">whose citizens could stay in Georgia for only 1 year.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Despite the fact that Russia had launched a full-scale attack on Ukraine, from the very first days of the war, Georgian<\/span><a href=\"https:\/\/www.facebook.com\/georgiatoukraine\/posts\/pfbid02eHzcAaGa65pxypLFLB4KJM9UArPk3qAhrZmHhydtE9stk65Pf1UTdNV4vmrpYyxcl\"> <span style=\"font-weight: 400;\">diplomatic missions continued to work<\/span><\/a><span style=\"font-weight: 400;\">. This was, on the one hand, helping our own citizens, and on the other hand, supporting Ukraine. Furthermore, an additional consular post was launched in Lviv.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">From the very first days of the war, the representatives of the Georgian government declared that the country<\/span><a href=\"https:\/\/www.radiotavisupleba.ge\/a\/31722610.html\"> <span style=\"font-weight: 400;\">would not be joining the sanctions against<\/span><\/a> <span style=\"font-weight: 400;\">Russia. Nonetheless, Georgia is involved in the implementation of important sanctions imposed by the European Union and the USA. A few days after the war broke out, the representative office of the sanctioned Russian bank (\u201cVTB\u201d)<\/span><a href=\"https:\/\/www.radiotavisupleba.ge\/a\/31726314.html\"> <span style=\"font-weight: 400;\">was practically closed in Georgia<\/span><\/a><span style=\"font-weight: 400;\"> &#8211; &#8220;VTB Bank&#8221; was sanctioned due to the war in Ukraine, and prohibited from transfers in dollars, euros, pounds and other foreign currencies.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One of the latest sanctions implemented against Russia that Georgia is currently enforcing, is the restriction of the<\/span><a href=\"https:\/\/www.radiotavisupleba.ge\/a\/32531318.html?nocache=1\"> <span style=\"font-weight: 400;\">export of vehicles<\/span><\/a><span style=\"font-weight: 400;\"> to Russia. &#8220;The restriction on re-export\/export of vehicles imported from the United States of America to Georgia has been enforced since August 1, and the restriction on those imported from Europe will be enforced from September 26, as envisaged by the 11th package of imposed sanctions.&#8221;\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The most important thing that the representatives of the Georgian government undertake as an example of supporting Ukraine is joining the statements and resolutions initiated by leading international organizations.
