2023 წლის ბოლოს ეკონომიკური თანამშრომლობისა და განვითარების ორგანიზაციის (OECD) მოსწავლეთა შეფასების საერთაშორისო პროგრამის (PISA) ახალი კვლევის შედეგები გამოქვეყნდა. კვლევის პერიოდი 2022 წელი იყო და მასში მონაწილეობა მიიღეს 15 წლის მოსწავლეებმა 80 ქვეყნიდან. დაკვირვების საგანი საბუნებისმეტყველო მეცნიერებები, მათემატიკა და წაკითხული ტექსტის შინაარსის გააზრება იყო. მათემატიკაში საქართველო ბოლოდან 22-ე ადგილზეა, წაკითხულის გააზრებაში ბოლოდან მე-15-ზე, ხოლო მეცნიერებებში ბოლოდან მე-16 ადგილზეა. კვლევაში ძირითადად ეკონომიკურად მდიდარი ქვეყნები იღებენ მონაწილეობას, მაგრამ საქართველოს წაკითხულის გააზრებაში უსწრებს ისეთი ქვეყნებიც, როგორიცაა: ვიეტნამი, სერბეთი, უკრაინა, მოლდავეთი, იამაიკა, პერუ, ყაზახეთი, მონღოლეთი და ა.შ.
რეიტინგში საქართველოს ადგილზე უარესი ის არის, რომ წინა კვლევასთან შედარებით, რომელიც 2018 წელს ჩატარდა, საქართველოს შედეგი გაუარესდა. საქართველო PISA-ს კვლევაში 2009 წლიდან მონაწილეობს. ყველაზე კარგი შედეგები ქვეყანას 2015 წელს ჰქონდა, მას შემდეგ კი რეგრესს განიცდის. 2009 წლის შემდეგ საქართველოს ქულა მათემატიკასა და საბუნებისმეტყველო მეცნიერებებში 3%-ითაა გაზრდილი, ხოლო წაკითხულის გააზრებაში იგივე ქულა გვაქვს, რაც 2009-ში გვქონდა.
ზოგადად, მაღალი ხარისხის განათლება ძვირი ღირს და ის ქვეყნის გამდიდრების პარალელურად მიიღწევა, მაგრამ თუ ქვეყანას ისეთი საგანმანათლებლო პოლიტიკა აქვს, რომ განათლების ხარისხის გაუმჯობესებას ხელს უშლის, ქვეყნის გამდიდრებაც გადავადდება და კონკურენტუნარიანი განათლების მქონე მოსახლეობის ყოლაც. დაახლოებით ასეთ სიტუაციაშია დღეს საქართველოს სასკოლო განათლება, რომელიც პოლიტიკური მიზანშეწონილობით იმართება და არა სწავლის ხარისხის ამაღლების სურვილით. ხელისუფლებისთვის საჯარო სკოლაში დასაქმებული ადამიანები ადმინისტრაციული რესურსია, რომლებმაც არჩევნებზე ხმა უნდა მისცენ და წინასაარჩევნო კამპანიებს დაესწრონ. სანაცვლოდ, მასწავლებელს საკუთარი საგნის გამოცდაში ჩაჭრა ეპატიება და, ბონუსად, კონკურენციისგანაც დაიცავს სახელმწიფო, სანამ თავისი ნებით არ წავა სკოლიდან, მასზე უკეთესი მას ვერ ჩაანაცვლებს.
საქართველოში პოპულარულია აზრი, რომ თუ გაცილებით მეტ ფულს დავხარჯავთ სახელმწიფო ბიუჯეტიდან სასკოლო განათლებაში, უკეთესი სკოლები გვექნება. 2022 წელს 4-ჯერ მეტი ფული დახარჯა სახელმწიფომ სასკოლო განათლებაში, ვიდრე 2009 წელს, მაგრამ ძალიან სანდო საერთაშორისო კვლევამ აჩვენა, რომ განათლების ხარისხი თითქმის არ შეცვლილა. მოსწავლეების 67%-ს წაკითხულის გააზრება გაუჭირდა.
2012 წლის შემდეგ სკოლების დაფინანსება მილიარდი ლარით არის გაზრდილი (გრაფიკი 1). 2022 წელს ბიუჯეტიდან 1.3 მილიარდი ლარი დაიხარჯა, რაც 700 მლნ ლარით მეტია 2015 წლის ხარჯზე. ამ დროს, 2015 წელს PISA-ს კვლევაში გაცილებით უკეთესი შედეგები ჰქონდა.
სასკოლო განათლების დაფინანსება სახელმწიფო ბიუჯეტიდან
ის, რომ უფრო მეტ ფულს ვიხდით უფრო ნაკლები ხარისხის განათლებაში, გასაკვირი არ არის. მთავრობას არა აქვს სასკოლო განათლების ხარისხის ამაღლებაზე ორიენტირებული პოლიტიკა. სასკოლო განათლება საქართველოს განათლების, მეცნიერებისა და ახალგაზრდობის სამინისტროს ბიუჯეტიდან ფინანსდება და ის ცალკე პროგრამად არის გამოყოფილი.
პროგრამული ბიუჯეტი ნიშნავს, რომ ფულის ხარჯვის მიზანი დასახული შედეგის მიღწევაა და არა თავად ფულის ხარჯვა. 2024 წელს ბიუჯეტიდან სასკოლო განათლებაზე 1.7 მილიარდი ლარია გამოყოფილი. პროგრამის აღწერაში კი წერია, რომ მიზანი: „ზოგადი განათლების ხარისხის მნიშვნელოვანი გაუმჯობესებაა“, მაგრამ არანაირ კონკრეტულ ვალდებულებას არ იღებს მთავრობა, რომ განათლების ხარისხი გაიზრდება. მთავრობას სამი საბოლოო შედეგი (კონკრეტული ვალდებულება) აქვს დასახული: კომპიუტერებით აღჭურვილი სკოლების რაოდენობის ზრდა, მასწავლებლების ხელფასების ზრდა და ეროვნულ/საერთაშორისო ოლიმპიადებზე მონაწილე მოსწავლეების ხარჯების სრული დაფარვა.
მთავრობას შეუძლია, პროგრამის მიზნები ოთხ წელიწადზე გაწეროს, მაგრამ არანაირ ვალდებულებას არ იღებს, რომ თუნდაც ოთხი წლის შემდეგ სკოლებში უკეთესი ხარისხის განათლება გვექნება. თუმცა უკვე ცნობილია, რომ ხარჯი ყოველ წელს გაიზრდება და 2027 წელს 2.1 მილიარდი ლარი იქნება.
პროგრამა ქვეპროგრამებისგან შედგება. ჯამურად გამოყოფილი 1.7 მილიარდი ლარიდან 1.3 მილიარდი ლარი უნდა დაიხარჯოს სკოლების პირდაპირი დაფინანსების ქვეპროგრამაზე (დანარჩენი თანხა იხარჯება სკოლების რემონტზე, კომპიუტერებზე, წიგნებზე, ტრანსპორტზე, მანდატურზე და ა.შ.). აღნიშნულ 1.3-მილიარდლარიან ქვეპროგრამას მიზნად აქვს უბრალოდ სკოლების დაფინანსება, მეტი არაფერი, არანაირი ხარისხის ამაღლება. რეალურად ეს არ არის პროგრამული ბიუჯეტი, ეს არ არის თანამედროვე ბიუჯეტირება, ეს საქართველოს არც ისე შორეული წარსულია – საბჭოთა კავშირი, გამოყოფილი თანხა უნდა დაიხარჯოს, გეგმა უნდა შესრულდეს!
თუკი სახელმწიფო მიზნად დაისახავს განათლების ხარისხის ამაღლებას, ეს არ ნიშნავს, რომ ხელისუფლება მართლა ეცდება აამაღლოს იგი. თუმცა ამჯერად ეს მიზნადაც კი არ არის განსაზღვრული, შესაბამისად, პოლიტიკურ პასუხისმგებლობასაც კი არავინ იღებს. განათლების ხარისხის გაუმჯობესება, რაც სასკოლო განათლების ყველაზე დიდი გამოწვევაა, პოლიტიკის მიზანიც კი არ არის.
ამას ემატება ისიც, რომ მოსახლეობა დიდად არ წუხს განათლების ხარისხზე. მოთხოვნა არის სკოლის შენობებზე და არა სკოლის შინაარსზე. განათლების „ექსპერტები“, რაც საქართველოში ნამდვილად არ ჭირს (ისე როგორც ნებისმიერი სხვა დარგის ექსპერტები), სისტემაში არსებული პრობლემების დიდ სურათს ვერ ხედავენ და ძირითადად მთავრობას არასწორ სისტემაში მეტი ფულის ხარჯვას სთხოვენ.
განათლებაში რომ მეტი ფული უნდა დავხარჯოთ, მათ შორის ბიუჯეტიდან, მე ამას ვეთანხმები, რადგან განათლებას დადებითი გარეგანი ეფექტები აქვს მოსახლეობაზე, საყოველთაო კეთილდღეობას ამაღლებს. ოღონდ არა ისეთი განათლება, რასაც დღეს ქართულ სკოლებში მოსწავლეების უმეტესობა იღებს – რეალურად „ყალბ“ ატესტატს. შემდეგ, სკოლადამთავრებულების 80% სტუდენტი ხდება და მათი უმეტესობა ოთხ წელიწადში განათლების დამადასტურებელ მეორე „ყალბ“ საბუთს – დიპლომს იღებს. განათლების დამადასტურებელი მინიმუმ ორი „ყალბი“ საბუთის მქონე პირი შემდეგ მუშაობას ვერ იწყებს, რადგან რეალურად არაფერი იცის, პროფესია და საჭირო უნარ-ჩვევები არა აქვს ან „შავი“ სამუშაო ეთაკილება, რადგან უმაღლესი განათლება აქვს.
სასკოლო განათლებაში მეტი ფულის დახარჯვას მაშინ ექნება აზრი, როდესაც სრულად შევცვლით დღეს არსებულ სისტემას დაფინანსების მოდელიდან დაწყებული, სკოლების დეცენტრალიზაციით და დეპოლიტიზებით დამთავრებული, როდესაც სკოლებსა და მასწავლებლობის მსურველებს შორის კონკურენცია გაიზრდება, როდესაც სახელმწიფო „ყალბ“ ატესტატებსა და დიპლომებში ფულს არ გადაიხდის.
რამდენი ფული სჭირდება ნორმალურ სკოლას, სადაც ბავშვებს აჭმევენ და გახანგრძლივებულად ასწავლიან, ამის მაგალითად საქართველოს რეგიონებში არსებული კერძო სკოლები გამოდგება, სადაც სწავლის წლიური საფასური 3000-3500 ლარია. 2024 წელს მთავრობის სასკოლო განათლების ხარჯები საჯარო სკოლის ერთ მოსწავლეზე 3000 ლარამდეა, თუმცა სწავლის პირობებში სხვაობა დიდია. შესაბამისად, სწორი პოლიტიკისა და ნების შემთხვევაში ნორმალური სასკოლო სისტემის მიღება ბიუჯეტის ხარჯებს მნიშვნელოვნად არ გაზრდის. ასევე, ამ სფეროში დიდია პოტენციალი, რომ კერძო-საჯარო თანამშრომლობამ ეფექტიანად იმუშაოს და მნიშვნელოვანი დაფინანსება მოუტანოს სკოლებს. პირველ რიგში, ხელისუფლება უნდა შეეგუოს იმ ფაქტს, რომ მასწავლებელი ხელისუფლების პოტენციური საარჩევნო ხმა კი არ არის, არამედ იმ პროფესიის ადამიანია, რომელსაც პროფესიული წარმატებისთვის პირველ რიგში თავისუფლება სჭირდება.
