ბოლო წლებში თბილისის ზღვა დედაქალაქის მნიშვნელოვან რეკრეაციულ ზონად იქცა. სანამ ამ ტერიტორიის განვითარების კონცეფცია მომზადდებოდა, თბილისის ზღვაზე აშენდა იახტკლუბი, მოქმედებს რეგიონში ერთ-ერთი გრანდიოზული აკვაპარკი, „ველნეს ცენტრი“, აშენდა „თბილისის ზღვის ახალი ქალაქი“. უკვე განხორციელებული პროექტები მიუთითებს, რომ წყალსაცავის შემოგარენს საკმაოდ დიდი საინვესტიციო პოტენციალი გააჩნია.
თბილისის მერიის დაკვეთით, თბილისის ზღვის განვითარების კვლევაზე ხელშეკრულება თბილისის მერიასა და „ფრაისვოთერჰაუსკუპერსი ცენტრალური აზია და კავკასია ბი.ვი.-ს საქართველოს ფილიალს“ შორის 2016 წლის 6 ივნისს გაფორმდა. დეტალური ანალიზის საფუძველზე კვლევამ დედაქალაქის მუნიციპალიტეტს თბილისის ზღვის შემოგარენის ძირითადად სარეკრეაციო დანიშნულებით განვითარება და ტერიტორიის 12 ფუნქციურ ზონად დაყოფა შესთავაზა, რაც, კვლევის ავტორების თქმით, თბილისის ზღვას დედაქალაქის ერთ-ერთ მნიშვნელოვან, რეკრეაციულად განვითარებულ ზონად ჩამოაყალიბებს.
თბილისის წყალსაცავის „მომავლის პროექტის“ განვითარების კონცეპტუალური გეგმის შემუშავებაში დედაქალაქის მთავრობამ მსოფლიოში ცნობილ საკონსულტაციო კომპანია PwC-ს $207,680 გადაუხადა. წარმოდგენილი კონცეფციის შესაბამისად, კვლევის ავტორები ქალაქის მთავრობას თბილისის ზღვის ტერიტორიის რეკრეაციული, სპორტულ-გამაჯანსაღებელი, დასასვენებელი ზონებითა და კომერციული ფუნქციებით დატვირთვას ურჩევს.
PwC-ის ანალიზით, თბილისის ზღვას აქვს პოტენციალი, 262 მილიონ ევროზე მეტი მოცულობის ინვესტიცია მოიზიდოს. აქედან, კერძო სექტორის წილმა საინვესტიციო პროექტებში შეიძლება 158.79 მილიონი ევრო შეადგინოს, სახელმწიფოს მხრიდან ინვესტიციად კი 4.69 მილიონი ევრო მოიაზრება. თბილისის ზღვის გარშემო განსახორციელებელ პროექტებს სჭირდება ასევე დაფინანსების სხვა წყაროებიც, მათ შორის საკონსულტაციო კომპანია კერძო და საჯარო სექტორის პარტნიორობის შედეგად პროექტის განსახორციელებელი ინვესტიციის მოცულობად 98.75 მილიონ ევროს ასახელებს.
კვლევაში მოცემულია 40 ბიზნესინიციატივა პირველადი ფინანსური გათვლებით, რომლის განვითარებაც მიზანშეწონილია ზღვის მიმდებარე ტერიტორიაზე.
